Just some flags don't make them delete videos, it only makes it require a login and age confirmation in order to be able to see that video ("this video has been flagged as inappropriate by some users..." ). It either requires tons of flags, or direct complaints from somebody.
Since youtube staff for obvious reasons are not cabaple to check every upload, flagging or complaints from others rather than own judgement seems to be what make them delete videos. There are tons of illegal stuff on youtube, but it stays there until somebody complains, because youtube staff themselves don't have the resources to check it but have to rely on flagging or complaints. It also seems that they don't question the complaints much then, the video simply gets removed, even though it does not violate the site rules. It's a fast and easy way to avoid potential trouble.
It could also depend on the country.

The question is then... exactly what types of videos is not allowed by the Youtube team themselfes? Now a lot of videos are not removed since they don't check everything as you said... but if we say they would check everything.. I wonder how many % of the videos there would get deleted, 30%? 40%? 50%???

But I can imagine it's a whole lot. Most of it copyright issues though, rather than "inappropriate" stuff.
